Ralph J. Smiley founded Smiley Legal to bring smart and innovative legal solutions to the marketplace. His practice is devoted to connecting communities, individuals, and organizations with the legal resources needed to prosper in an ever-changing environment.

A native of Augusta, Georgia, Ralph attended Richmond County schools and graduated from A. R. Johnson Health Science & Engineering Magnet High. Ralph went on to pursue undergraduate studies at the Medical College of Georgia (now Augusta University) and received a Bachelor of Science Degree in Health Information Administration. He holds numerous healthcare and compliance certifications including Registered Health Information Administrator (RHIA); Certified in Healthcare Compliance (CHC); Certified in Healthcare Research Compliance (CHRC); Certified in Healthcare Privacy and Security (CHPS) and Certified Compliance & Ethics Professional (CCEP).

Ralph relocated to Columbia to attend USC School of Law where he received his Juris Doctorate degree. During law school, he served as a law clerk for the South Carolina House of Representatives’ Ethics and Judiciary Committees. After graduation, Ralph clerked for the Honorable Matthew J. Perry, Jr., a noted civil rights leader and United States District Court Judge for the District of South Carolina. Before opening Smiley Legal, Ralph was a partner with the law firm of Boykin & Davis (formerly Boykin, Davis & Smiley).

Ralph is licensed to practice law in South Carolina and Florida and has fought for his clients’ rights in cases brought in state and federal court. Currently, Ralph focuses his practice on representing and advising schools and school districts, colleges and universities, hospitals and healthcare organizations in various legal, compliance and regulatory matters. He also represents individuals and their families in select personal injury cases.
